What to build

Every TanStack package the front uses has an exact version and one entry, and the route generator writes the same route tree from the CLI as from the Vite plugin. Nothing a Player sees changes.

Seam: S3 — the route generator and the gate.

Acceptance criteria

No TanStack package in the front's manifest is on latest; each is pinned at least at today's locked version.
@tanstack/router-plugin is declared once.
The route generator's config file carries the same options as the Vite plugin (target, quote style, semicolons).
generate-routes on a clean tree leaves the committed route tree unchanged.
The gate is green.
