What to build

The rail's actions become two horizontal bars, and leaving asks first.

Game actions, in a row under the status: Offer a draw, Resign, and Withdraw for the Player's own live Offer (moved out of the status block). Once the Game is over, they give way to a primary "Play again".
Room actions, in the rail header beside the Room code: Copy invite link, Offer a restart, Leave.
Icon-only buttons show their label in a tooltip on desktop and keep a visible label on mobile. The tooltip is a new design-system component on Base UI, like the Dialog.
Leave opens a confirmation modal for a seated Player: their Seat will be freed and they can't come back; anyone with the link can take it. A Spectator leaves directly.
The refused-action rule stays: an action the Player can't take is absent, not disabled.

Seam: RoomView through the room harness and MSW (view tests).

Acceptance criteria

Game actions sit in one horizontal row; Room actions sit in the rail header.
"Offer a restart" is a Room action; "Play again" at game end sends the same restart Offer.
Withdraw appears in the game bar while the Player's own Offer is live.
Each icon-only action has an accessible name and a tooltip.
A seated Player confirms before leaving; Cancel keeps them seated.
A Spectator's Leave acts immediately.
Layout works at phone width.
