What to build

An ADR records the move: production and PR previews run on the VPS behind the shared Traefik, built in GitHub Actions and pulled from GHCR, one stack per target, at most five previews. It supersedes ADR 0024, keeps its one-origin decision, and says why Render was left (sleep, wiped Rooms, no lasting free data services). ADR 0024's status and the index row change with it.

This is the dedicated rules PR the agent rules require for docs/adr/.

A new ADR in the repo's ADR format, status accepted, with Decision, Why, Rejected and Revisit when
ADR 0024 reads superseded by the new ADR
The ADR index has the new row and ADR 0024's row updated, with precise Governs globs
The PR touches no code
