What to build

An agent works the Forgejo tracker through tea, with tea api wherever no subcommand fits. docs/agents/issue-tracker.md describes every operation for Forgejo: create, read, list, comment, label, close; open, inspect and merge pull requests (fast-forward only, through tea api); blocking through Forgejo's native issue dependencies, with ## Parent kept in the body. Every skill and doc that calls glab is updated. The docs, skills and GLOSSARY.md say "pull request", and the note mapping a PR to a GitLab merge request goes. Merged before the switch, it describes the tooling as of switch day.

Seam: the switch-day checklist (spec ## Seams).

Acceptance criteria

No skill, agent doc or CLAUDE.md line calls glab, outside docs/research/.
Each tracker operation names its tea or tea api command.
Blocking is read and written as native dependencies; ## Blocked by and the relates_to workaround are gone from the tracker doc.
"Merge request" appears only in docs/research/ and in history.
Changes to CLAUDE.md and skills are confined to this owner-requested migration.
